Execution of a Convicted Drug Trafficker - 9 April 2025

1.     The capital sentence of death imposed on Mohammad Reduan bin Mustaffar (“Reduan”) was carried out on 9 April 2025.

2.     Reduan, a 41 year-old Singaporean, was convicted of abetment of drug trafficking by instigating his co-offender to traffic in not less than 661.2 grammes of methamphetamine. The Misuse of Drugs Act provides for the death penalty if the amount of methamphetamine trafficked is more than 250 grammes. 661.2 grammes of methamphetamine is sufficient to feed the addiction of about 490 abusers for a week.

3.     Reduan was accorded full due process under the law, and was represented by legal counsel during the trial and appeal:

a.     Reduan was convicted and sentenced to death on 3 October 2019.

b.     He appealed against his conviction and sentence, and the Court of Appeal dismissed his appeal on 30 June 2021.

4.     Reduan’s petition to the President for clemency was unsuccessful.

5.     Capital punishment is imposed only for the most serious crimes, such as the trafficking of significant quantities of drugs which cause very serious harm, not just to individual drug abusers, but also to their families and the wider society.
